Legal concepts remain separate under IsDB Consultancy Guidelines §§1.5–1.10, 1.7.2, Chapter 3 and Annex D; and Goods, Works & Related Services Guidelines §§1.2, 1.4–1.8, 2.1–2.11, 3.8 and Annexes F–G (February 2023). EPC, design-build and turnkey are shown under contractors as delivery/contract forms, not as a fourth company group.
